PayPal is great for getting ripped off on exchange rates.

Almost every payment service is better than PayPal. Why? PayPal are basically financial terrorists. Will lock your money up with no given reason. Pretty much self regulate and are happy to let you fight them which takes time and effort.Your team will be frustrated also when having to verify on multiple occasions  There is a good chance at least 1 of those 20 will have their money frozen for 6 months or if they've ever sold anything on there will experience a bullshit chargeback and then come to you saying their pay is locked up. Just use a Wise or another transfer service depending on their locations.

For ethical reasons alone nobody should deal with PayPal where they can avoid it.
